We certify that we know Juan de Dios Cabrera Saavedra and his ingenious expertice as eolian turbine constructor, for transform the wind cinetic energy; as also, in gravitational energy of underground water pumping.

Actually (august 2004) he has installed a 0.3 Mega Watt turbine in Antofagasta, that was designed, builded and installed by himself, with the help of some collaborators. This turbine works very well, even with average winds.

In 1940, being him a teenager, he start as a mills repairman, in southern Chile, his terroir. Since then he has continued to analize this technology and building models each time bigger. He is concient that the eolian turbines must be big sized, to reach competitive costs. For that, he's considered in conditions of building turbines of same or greater power than the biggest turbines in use in the world (1.5 to 3 MegaWatts).

We have examinated his instalations and listened to his technical explanations, wich convince us that he can claim to patent several grievances of his invention.

Mr. Cabrera has traveled to Aysén and seen there how 3 eolian turbines work, of 0.75 MegaWatt each, that suplies with electricity for the consumption of the rural zone. He also has traveled by the Baltic Sea conuntries, observing and investigating about the huge tubrines that work at a industrial scale.

His sharp spirit of observation had allowed him to verify that no one of that machines have the technical innovations that he have developed for, at least: a) get cheaper the inversion to build turbines of that power, that actually and in a international level is 1.3 dolar /watt of installated power; b)eliminate the shock that's produced by spinning blades interposed between the tower and wind (acoustic pollution); c) seize better the wind power through a dinamic design of the blades, that recieve the wind from behind, not from the front. This hard works of mr Cabrera match perfectly with the program of "Electrificación Rural" (Rural electrification), thats develop the chilean goberment.

Finally, Juan Cabrera have 80 years old and a admirable wisdom and health; but he want to transfer - soon - his succeses at eolian technology and to destinate his potential profits like heritage of the most helpless childhood in the human society.
